Turned down FF but still listed as a candidate

DS was offered the FF scholarship, but in the end declined. He has a full 4 year ride at Alabama in honors college where he will get his masters along side his bachelors...and of course will be ROTC. However....he has never recieved his TWE. Still listed as a canidate. He scored a 31 on the ACT so even his AOL was suprised by the FF scholarship. Not sure what to think now...

Any thoughts?
