Does "Commanders ROTC" scholarship preclude Academy Appointments for our daughter?

I have a daughter who was offered an AFROTC "Commanders Scholarship" at her local in state college. She wants to go to that university and join that ROTC program because the unit is excellent, and she likes the school. She also has applications in for a couple of the Academies. I know if she accepts the Commanders Scholarship she won't be considered for the National AFROTC scholarships. If she accepts, she understands she gave her word and won't be able to accept scholarships from the Navy...
