How to determine 3Q?

I don't look at DSs portal unless he shows me, so how do you know if your candidate is 3Q for USNA? I saw the letter he received from West Point that actually says "Admissions Committee has qualified your file academically, medically and physically". Is that the same?

I see many threads that reference 3Q but couldn't pin down one that actually explains how you know.
