ACT

Hello, I am applying for the ROTC scholarship but have one big problem. I cannot for the life of me raise my act math score above a 21, all other areas are fine. No matter how much I study, each practice math test I take ends in disaster, despite me knowing all the materials and being an A math student in school. It is very difficult for me to get the right answers on the ACT math portion, something that I cannot understand as I always have gotten 90%+ scores on all my math tests.
